The MSMEs and Consumer Protection Directorate has a policy making, facilitating, and Regulator role in all functions related to MSMEs development and Consumers Protection.

The MSME website registered under the domain name (msme.gov.af) has been developed by Saawis software development services with support from the GIZ-SEDEP office to help the MSME business owners get connected with the directorate.

Problem

                                Micro, Small and Medium Enterprise Development Directorate of MoIC is one of the devoted directorates at the Ministry of Industry and Commerce (MoIC) to support the establishment of an enabling business environment and to provide advisory services for SME development in the country. However, MSME Directorate has a small group of experts who help SMEs mainly in Kabul seldom travel to business hub cities. Therefore most SMEs don’t have access to services provided via the MSME directorate. On the other hand, currently, the internet is available all over Afghanistan and the government has planned to decrease internet costs by up to 50% to enable more people to afford and internet users get increased. Thereby digitalization of services will be the only solution to provide services and get connected with all SMEs around the country. Moreover, the digitalization of public service allows us to better meet business needs, saving time and costs. Besides in a country like Afghanistan, with high levels of instability and insecurity, digital public services provide a safeguard against security risks associated with travel to Kabul and the province. Since the MSME Directorate is the focal point of GIZ- SEDEP at MoIC and SEDEP general the objective is to create jobs and income through the promotion of SMEs on a specific value chains, this would not happen alone until business-friendly policies are not developed and government endeavors/ services concerning thriving businesses are not reached to all businesses. 
Therefore, SEDEP took the first step towards digitalization of the service which is most needed for SMEs via signing an agreement with Saawis to establish a website for the MSME Directorate. MSME Directorate will use the website to disseminate information to SMEs very quicker with significantly lower transaction costs and more effectiveness. Required information to SMEs may include but not limited to how to export, available financial products and other financial facilities at each province, how to prepare a business plan and business plan templates, taxation rule and regulation, market information, and so on.

All four sub-directorates of the MSME directorate will be able to deliver important information to SMEs very quicker with significantly lower transaction costs and more effectively.

impact

                            The website provides a range of advisory services for SMEs through digital channels rather than analog. It will help raise the quality and accessibility of business services in Afghanistan in a quicker and efficient manner. The MSME Directorate of MoIC is also able to interact with SMEs with the website users in terms of data collection or dissemination of market information.
